Personality:
Most people don't understand why she chose piracy. It's a dangerous trap to write her off as crazy or delusional. She isn't. Despite her anachronistic lifestyle, she gets things done efficiently and effectively. When the time calls for it, she and her crew operate like clockwork, not wasting a single breath until the job is done. On slow days, she'll demand they run through scenarios and drills for hours at a time.
Nuuras used to work under the Garasu authorities years ago, running supplies in and out of the port. It wasn't until the shadow pokemon debacle drove a wedge between her and the law that she started to step outside of it. Nuuras despises shadow pokemon, viewing them as abominations to be put down if necessary. In her eyes, she steps up where the law fails to act. Now firmly outside the rules of society, Nuuras isn't afraid to stoop to theft and force to get what she wants.
There are lines she refuses to cross. Nuuras avoids murder of innocents the best that she can. Of course, her definition of innocent excludes groups such as shadow pokemon, cipher, snagem, and personal grudges. Nuuras places a lot of value on the well-being of her crew, even more than her own. Her ship runs on loyalty, and loyalty needs to go both ways. She takes what she needs to survive, but is open to working with the government and does so when possible. Only absolutely necessary heists are carried out against "innocents."
Finally, Nuuras has given some thought to spirituality, and holds her own set of beliefs. She honors the traditional guardians of Celebi, Ho-oh, and even Darkrai. Shrines to all three can be found below deck, in her private quarters. Nuuras, however, keeps a fourth shrine. This one honors Kyogre, legendary of the sea. She considers her influence a demonstration of Kyogre's power. Every shipment she takes is a reminder for Garasu to not forsake the ocean.
Appearance:
Terrifying would be an accurate word. Nuuras floats about 20 cm above the ground, low enough that the long weedy extremities of her fins drag along the ground. She glides forward with a direct and constant gait, forgoing the flowing motions of other aquatic pokemon. Nuuras's typical fierce glare is enough to intimidate most officers and cause her crew to scramble into action. Despite the already imposing stature of her species, Nuuras is even slightler bigger.
Nuuras wears two earrings on the left lobe of her red cephalic fin. The lower, smaller one is is flattened blue ring, with white rectangular projections. It looks reminiscent of one of Kyogre's own fins, except shrunk down to the size of a quarter. The larger one is easily twice the diameter, and is a smooth, solid gold ring. Ever fond of jewellery, Nuuras also dons a silver chain necklace, holding a small emerald disc in the middle. On both sides of the emerald disc are a total of 12 teeth ripped out from a sharpedo.
Personal History:
Nuuras was born in the docks of Garasu, but was brought to a kelp bed a few miles away to have a safe environment to grow up. For a while, her life fairly typical of a wild skrelp. During that time, she had a battle against a trainer, once. A young kid fished her up from the side of a ferry. He tried to catch her, but she hesitated, breaking the pokeball. Instead of trying again, the kid threw her back.
It would be years later when she realized she made the wrong choice. She wanted to be caught, and being thrown back still stung a bit. Even such a small, momentary hesitation cost her the opportunity of a lifetime. At 17, Nuuras said goodbye to the kelp beds and headed back to the docks.
After a year of surviving along the coast, she still hadn't found a trainer to go with. There were a few takers, but many of them failed to impress her the same way that kid did years ago. She was decently competent at this point, enough that trainers still building a team struggled to battle her. The handful of trainers strong enough either didn't treat their team right or were looking to sell her off.
Eventually, she settled for accepting contracts. Over time, Nuuras began working more and more with Garasu government. This kept her moderately happy, and the arrangement persisted for a while. She came to love Garasu, and found pride in doing her part for it. Nuuras wasn't the strongest pokemon available to the city, but she was dedicated and persistent. She formed close friendships with many of the officers at the time. Finally, one of the city's investigators, Emily Carpenter, agreed to be her trainer. Overcome with happiness, she evolved into a powerful Dragalge within the day.
As joyous as that moment was, it was short-lived. With the defeat of Snagem a month later, Cipher operatives started to become exposed within the government. Many of her friends and associates were suddenly revealed to be traitors. Each revelation was a like a personal injury to her, and she began to lose faith piece by piece. Her own trainer fell under suspicion, and by that time Nuuras couldn't deny it. Emily, like everyone else she trusted, had done things that just didn't add up. She dropped investigations too quickly, gained and lost perhaps a bit too much money at a time, and had strange conversations about inane things over the phone.
Nuuras requested to be released back into the wild. Emily insisted that they talk about it, underselling the allegations and dismissing her concerns with vague appeasement. She then demanded that she be released, and she was. Nuuras then began the slow and painful process of putting her life back together. Under the cover of night, she did the unthinkable. She stole a ship from the docks of Garasu.---

Nuuras's first mate Lash has so far proven extremely valuable to the team. Combat ability aside, many of their operations rely on him adopting the guise of another. Lash thrives on chaos and confusion. He loves nothing more than to confound his enemies with his illusion ability, even adopting different voices to taunt them mid-battle. He understands the unwritten contract of loyalty between him and Nuuras, but his motivations are purely selfish and hedonistic. Working as Nuuras's first mate simply affords him opportunity.

While Lash is a master of subtlety, Kleus is a master of the more direct approach. Kleus solves any problem he can by bashing his head into it. Nuuras picked him up from the reef bed where she grew up. Having never been to the city, Kleus was perfectly fine living outside of its laws and principles. He's never had any reason to doubt whatever Nuuras told him. Among the other crew members, Kleus is very friendly and cheerful. He's often responsible for organizing nightly card games and other special occasions. While he works as hard as the rest of them, he'll be the first to let Nuuras know that the crew needs a break.

Theodore begins every day with frantic justification of his actions. According to him, he's not a pirate; he's a victim of circumstance. Only about a couple years ago, the beeheyem was taken hostage from a research vessel. Eager to save his skin, the beeheyem complied with everything Nuuras asked him to do. Theodore hoped that his skill with navigation and meteorology would keep him more useful to the pirates alive. He soon became too useful to give up, either. Every day since, he's become more and more accustomed to piracy, more trusting of the other crew members, and more willing to compromise his own morals. Nuuras even entrusted him with a Z-crystal on his birthday, for which he was thrilled.

Davy just sort of came with the ship. They never really say much, and prefer to hang out underwater, suspended off the side of the deck. The others call them "Davy," but aren't terribly sure if they actually have a name. Davy does take orders well, and can hit fairly hard. Nuuras's running theory is that they actually haunt the ship, bound to serve it's captain for the foreseeable future. Davy does seem to enjoy basking in the sunlight, throwing enemies overboard, and card game night.
